Green Power Nueva Ecija Philippines Inc. ("GPNEPI")
The Company
GPNEPI was formed in January 2008 to implement the feasibility study started in 2006 to deliver biomass-based electricity to the Island of Luzon in the Philippines. GPNEPI is a 100% Philippine subsidiary company of the Global Green Power PLC Corporation ("GGPC"). GPNEPI is currently being re-capitalized to Php 150,000,000:00.
The Project
GPNEPI initial project is the development of a 17.5 MW biomass power plant that has the capability of being expanded to 35 MW. The project is located in San Leonardo, Luzon, Philippines where GPNEPI has acquired 6 hectares of land for the equipment site. An additional 4 hectares of land is under negotiation to facilitate fuel storage.
The location of the Municipality of San Leonardo in Nueva Ecija is strategic in its' location for biomass collection and is 800 meters away from Global Biomass PLC Corporation ("GBC") biomass transport hub. GBC collects, transports and delivers up to 800 MT of biomass from this base every day as an alternative fuel.
Poyry Energy Inc have been engaged to deliver "Owners Engineers" services to the project. Selection, Qualifying and Bidding of key equipment has begun this 20th May 2009 to secure the "Best in Class" equipment for the project.
In March 2010 GPNEPI has engaged with Poyry Energy Inc. part of Poyry PLC the fourth largest engineering company in the world to deliver Engineering Procurement and Construction ("EPC") services that guarantees the performance and timely delivery of GGPC biomass power plants. Key technology is provided by the Dragon Power Group's DP CleanTech and operations are supported by Dragon Power's National BioEnergy. National BioEnergy ("NBE") currently owns and operates 19 biomass power plants in China that deliver 400 MWe of electricity. NBE are concurrently building an additional 15 biomass power plants that will deliver an aggregate 1,000 MWe of biomass power by 2011.
The project will be delivered to and in some instances exceed the latest World bank and International Finance Corporation ("IFC") Health, Saftey and Environmental guidelines.
GPNEPI Project Status
The company has moved quickly to mobilize and deliver clean, renewable energy tothe Luzon Grid which is facing a severe energy shortfall in 2010.
The company has:
- Secured full Endorsement from the Department of Energy ("DOE") after extensive technical and financial review and investigation.
- Secured Philippine Board of Investment ("BOI") approval for the project as a Philippine Priority Project.
- Secured an Environmental Compliance Certificate ("ECC") in March 2009 for 35 MW of biomass electricity generation.
- Commenced bidding of key, long lead time equipment.
- Appointed Poyry Energy Inc as Owners Engineers for the project.
- Commenced development of the Clean Development Mechanism ("CDM") requirements to register the project to "Gold Standard".
- Signed Fuel Supply Agreements with Global Biomass PLC Corporation.
- Commenced civil engineering design and work at the GPNEPI San Leonardo site.
- Engaged with Poyry Energy Inc. part of Poyry PLC the fourth largest engineering company in the world to deliver Engineering Procurement and Construction ("EPC") services to the project.
The power plant will utilize agricultural waste from several key crops grown within Nueva Ecija and provide clean, decentralized, renewable energy significantly reducing the environmental impact of these wastes being burnt or left to rot in the field.
The project will deliver around 1,700 direct and indirect jobs to the local host and nearby farming communities lifting over 7,000 people out of poverty within Nueva Ecija, whilst displacing coal and fossil fuel energy generation.
GPNEPI energy supplies will be sold under the feed in tariff and bilateral contracts as facilitated by the Philippines Renewable Energy Bill that was passed into Law in January 2009. Implementing Rules and Regulations ("IRR") were signed in June 2009.
